Ukraine refugee hosts

This grant is non-means tested.

Hosts of Ukrainian refugees can qualify for a grant of £16,000 towards the cost of external wall insulation through the ECO4 scheme, provided the refugee receives state benefits such as Universal Credit.

The work, which would involve insulating the outside walls of your house, would cut your energy bills, banish damp and mould problems and leave your home feeling warm and cosy, even in the coldest of winter months.

What are the qualification criteria?

If the property is Owner Occupied (i.e. owned by the host), this project could qualify subject to the other conditions. The property would be considered as Owner Occupied providing:

• The property is a domestic premise (i.e. not used for commercial activities).
• The owners of the property reside at the address (i.e. they aren’t renting it out).
• The benefit recipient has been living at the property for 3 months or more (and the benefit evidence is addressed to this property).

We would require occupancy evidence for both the owner and the Ukrainian refugee but if utility bills are not available then we can also accept the following pieces of evidence:

• NHS Letters (With GDPR Special Categories Data redacted)
• Bank Statements

How much of the cost would the grant cover?

The grant totals £16,000 and would cover the full cost of the works on a typical two-bedroom mid-terrace house.

For a three-bedroom semi-detached, it would cover around two thirds of the cost, meaning the householder would need to cover around £8,000 (the total cost of the works would be £24,000).
