Warm Homes Local Grant for Park Homes

If you live in a park home in Surrey, London or surrounding areas, you could qualify for a fully government-funded grant to make your home warmer, cheaper to run, and free from damp. The Warm Homes Local Grant is available right now — and as highly experienced park home insulation specialists in London and Surrey, Pioneer Insulation can guide you through every step.

There is nothing to pay. The work is completely free for eligible owner-occupiers.

What is the Warm Homes Local Grant?

The Warm Homes Local Grant (WH:LG) is a government-funded energy efficiency scheme managed by your local Council. It is funded by the Department of Energy Security and Net Zero (DESNZ) and runs from 1 September 2025 to 31 March 2028.

The scheme helps low-income households improve energy efficiency and switch to cleaner, more affordable heating. 

Could your park home qualify?

To qualify, your park home must have an Energy Performance Certificate (EPC) rating of D, E, F, or G. If your home doesn’t have a valid EPC, one will be carried out as part of the grant process at no cost to you.

You also need to meet one of the following five financial eligibility pathways:

Pathway 1 — Auto-eligible postcode

Some postcodes are automatically financially eligible. You just need to prove your address with a recent council tax bill or energy bill, plus an EPC of D or below.

Pathway 2 — Means-tested benefits

You qualify if you currently receive any of the following:

  • Universal Credit
  • Pension Credit
  • Housing Benefit
  • Income Support
  • Income-based Jobseeker’s Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Council Tax Support

Pathway 3 — Household income below £36,000

If your total gross annual household income (for all adults over 18 living at the property) is £36,000 or below, you qualify under this pathway. Payslips, bank statements, pension letters, or a tax return can be used as evidence.

Pathway 4 — After housing costs

If your gross income is above £36,000, you may still qualify once rent or mortgage payments are deducted. Eligibility depends on household size — get in touch and we will check this for you.

Pathway 5 — ECO Flex (EPC E to G only)

Households with an EPC rating of E, F, or G may qualify via a combination of additional eligibility factors such as a council tax reduction, vulnerability to cold, or an energy supplier referral.

How much does it cost?

Nothing. Owner-occupiers are not expected to make any financial contribution. The Warm Homes Local Grant is 100% government-funded.

All work is carried out by TrustMark-registered, PAS 2035-certified installers. Guarantees and manufacturer warranties are provided on all measures installed.

A note for park home residents

Park homes are fully eligible for this grant. However, permission may be required from your site owner before work can begin. Pioneer’s team will handle this and help ensure the process runs smoothly.

If you have previously received upgrades through the Home Upgrade Grant (HUG) or Local Authority Delivery (LAD) scheme, you may still qualify for further funding under WH:LG — particularly if works are needed to bring your home up to EPC Band C, or if a low-carbon heating system is being installed.

How does the process work?

Here’s what to expect once you apply:

1. Eligibility check

We confirm which eligibility pathway applies to you and help you gather the documents needed for your application.

2. Retrofit assessment

A qualified retrofit assessor visits your park home to survey it and produce a tailored plan of recommended works. This takes one to three hours and is fully funded by the grant.

3. Funding approval

Quotes are submitted to your local council and DESNZ for approval. Once confirmed, your installation date is booked.

4. Installation

Pioneer’s expert installers complete the work to the highest standards. A post-installation EPC is carried out at no charge to confirm the improvements achieved.

From application to completed installation, the process could take as little as three weeks. Eligibility checks could take longer depending on the completeness of data provided to support the funding approval.
